A foggy night is a good time to observe the light distribution from fixtures.  This is a full cut-off street light imaged from behind its mounting pole.  A light “cone” can be easily seen due to the fog. The light is being directed down where it is needed.

Here is an example of a street light used in a court. This light creates a glare “bomb”.  Significant light is allowed to emit upward where it serves no useful purpose. This type of fixture also creates significant light trespass on adjacent homes, shown in the background.
